Operated by The Bloom Group (originally founded as St James Community Services Society in 1961), Powell Place is located in the Downtown-Eastside / Oppenheimer area of Vancouver. The Society’s mission is to strengthen communities by providing vital support to Vancouver’s most vulnerable citizens. The Bloom Group delivers services that enable people with complex needs to live their lives as fully as possible.

The building is designed around an internal courtyard, which shields the outdoor areas from traffic noise along Powell Street. The renovation includes an addition of a much needed elevator for accessibility, administration offices, a variety of enhanced amenity and dining areas, a new commercial kitchen and envelope rehabilitation.
